for not playing starters. At least that's what Goodell is saying.
Maybe it's just me, but if you are good enough to clinch a playoff spot or bye early, then you've earned the right to do whatever you want with your players. Your fans may complain a little bit, but I'm sure their anger will be offset by the fact the team is going to the playoffs.

Also, is Roger not the most over reactionary commissioner in sports?

I think this would be an incredibly shortsighted and plain stupid rule. Goodell has quickly become my LEAST favorite commissioner (hockey notwithstanding). Worse than BUD SELIG. At least Selig is a puppet of the owners and that's accepted. Goodell appears to be acting independently and yes, over-reactionary.
I have to believe that the Wes Welker injury will squash any penalization of teams for not playing their starters in Week 17. Yes, the Jets benefited, but it happens. If Pittsburgh wanted to be in the playoffs so bad they shouldn't have lost to sh-tty teams like the Raiders, Chiefs and Browns. Mind you the Browns were similarly screwed in 2007 when they needed Indy to beat the Titans to get in at 10- 6. Yes it drove me crazy to see Jim Sorgi flub away the Browns' postseason, and it similarly made me happy that the Colts lost their first playoff game that year, but the Colts had earned that.
First the NFL Draft (now 3 nights in primetime - worst commissioner decision of the decade), and potentially this. I'm starting to hope there is a labor stoppage and the players CRUSH management.

The Steelers can't complain. There should be no rule.
